why gp4 mod contains only 17 circuits and not 21?

I do not watch f1 on tv for many years, today, i noticed they have 21 circuits and not 17. As I understand. the gp4 coding is very difficult, so nor you nor me can`t add more than 17 circuits. correct?

Yes. It is not possible to use more than 17 circuits in a mod by replacing files.
